F.D. Hoy was born at Pomeroy, Ohio, September, 1854, his parents beingCharles William and Caroline (Taylor) Hoy. The father was born inGallipolis, Ohio in 1806, being a son of John Hoy, a native of oldVirginia, who was the father of the following children: John, Henry,Charles, Eliza and Fanny. John Hoy was a farmer by occupation, and inthe latter part of his life removed to Covington, Ky, where he diedsome time in the sixties. Charles William Hoy was a printer by trade,and the business of editing and publishing newspapers was theoccupation of his life. He published and edited the first paper ofMason county, from which place he went to Pomeroy, Ohio, where hepublished a paper called 'The Peoples' Fountain'. While engaged inthis enterprise, when on a business trip to Cincinnatti, in 1856, hisdeath occurred. He was marr[ied in Pom- [p 68] eroy to Caroline Taylor,and the marriage resulted in the birth of Frank D. and William. Themother died at Wheeling, W. Va, while on a visit. Frank D. Hoy wasborn at Pomeroy, September, 1854, and was two years old when hisfather died. After the father's death the widowed mother and her twochildren resided at Wheeling, Va., until 1860, with their mother'sparents. Then their home was established at Point Pleasant with Col.Joseph Sly, a native of Virginia. He visited the Kanawha valley asearly as 1804, and settled in Mason county in 1830, removing to PointPleasant about 1832. In his early days he followed boating on the Ohioand Kanawha rivers, and for a number of years was a ferry man at PointPleasant. He was a pioneer citizen of Point Pleasant, of which heserved several times as mayor. He left no offspring, and his formerresidence is now owned and occupied by F.D. Hoy. The latter was rearedand educated at Point Pleasant, receiving a fair training in thecommon schools of the city. In early life he learned and followed theprinter's trade for about eight years. His mother took for her secondhusband William French, a man of English origin, by whom she becamethe mother of two children: Mary M. and Joseph A. The father was awell-known man in the history of Point Pleasant, where he servedseveral years as assistant postmaster. Mr. Hoy for a number of yearsclerked in stores and in the post office. July 25, 1885 he wasappointed postmaster, which position he held until January, 1890. InFebruary of that year he formed a partnership with Mr. Smith in thegrocery business at Point Pleasant. Mr. Hoy is a member of Minturnlodge, No. 19, A.F. & A. M. at Point Pleasant; also Chapter 7 R.A. M;the Huntingdon Commandery No. 29 K.T; the I.O.O.F. No 33 at PointPleasant; and also of the K. of P. and other orders. November 13, 1879he was married to Helen D. Sterrett in Mason county, W. Va., and theunion has been blessed with the birth of the following children: Mary,Carrie, Charlie, Willie and Robert. Mr. Hoy and wife are members ofthe Episcopal Church.
